Wednesday’s double terror bombing in Jerusalem sent shock waves throughout the State of Israel because it was a different style of attack than the one Israelis have, sadly, grown accustomed to seeing since March this year, when the latest escalation began.

Unlike the individual or small groups of terrorists who, acting on radical ideology and incitement to violence, picked up a gun, a knife, or embarked on a car-ramming attack, this time a better organized terrorist cell detonated two bombs—apparently by remote control—at bus stops in the capital.

Police and the Shin Bet have exhausted their immediate physical searches, and the hunt for the perpetrators will now move to the intelligence front.

Meanwhile, security personnel will be working around the clock to prevent the next bombing, scanning buses and bus stops in the city and trying to figure out how terrorists were able to make their way to western Jerusalem.

It is too soon to know who or which organization conducted the attack, but it is possible to note that in recent years, the Popular Front for the Liberation of Palestine (PFLP) has taken a lead in remote-control bombing terrorism.

Col. (res.). Michael Milshtein, a former adviser on Palestinian affairs to the Israeli Defence Ministry’s Coordinator of Government Activities in the Territories (COGAT) unit and a former head of the Department for Palestinians Affairs in the IDF’s Military Intelligence Directorate, said during a call organized by Media Central that despite the fact that the Second Intifada (2000-2005) saw many more attacks and casualties, “this time we and the Palestinians are much more concerned about the results of this wave of escalation—this is a result of the fact that this wave of escalation reflects deeper developments in the Palestinian arena and in the relations between Israel and the Palestinians.”

Milstein pointed to the “rise of the Z generation in the Palestinian arena, the young generation,” which he noted has been behind “most of the terrorism in the Samaria area, in Nablus and Jenin. Groups of younger Palestinians, most of them born around the year 2000. Most of them have no relations with the P.A. [Palestinian Authority] or even Fatah. Most feel deep alienation towards the P.A.,” he said.

With the Palestinian Authority losing its grip in parts of Samaria to armed terror gangs, and the image of the P.A. at an all-time low among Palestinians, in no small part due to corruption, nepotism and its violation of human rights, Milstein said, the current situation does not look promising.

Israel has a broad set of military measures it can call upon to confront terrorism, but one tool that it has also relied upon for the past 15 years to boost stability—economic easements for Palestinians living in Judea and Samaria, commonly known in the West Bank, seems to be losing its effectiveness.

All this amounts to a continued deterioration of the security situation. Although the resilience of the Israeli people and the great capabilities of the Israeli security forces will continue to provide a resolute response to terrorism, challenging times could lie ahead.

EU Awakes Then Goes Back To Sleep

Gerald Steinberg, founder and president of NGO Monitor, a policy analysis think tank focusing on non-governmental organizations, spoke to participants in a June 8 Middle East Forum webinar (Click on video) about the European Union's funding of Palestinian NGOs affiliated to terrorist organizations.

                                  

The EU grants around two to three billion Euros a year to hundreds of NGOs around the world, of which at least 150 million Euros is allocated for humanitarian aid. NGO Monitor's investigations reveal that over the last seven years at least 25 million Euros have gone to Palestinian groups affiliated with the Popular Front for the Liberation of Palestine (PFLP), an organization designated as a terrorist group by the European Union.

Steinberg highlighted three examples of NGOs funded by both the EU and EU member governments that have ties to the PFLP:

Al-Haq, an NGO ostensibly dedicated to documenting human rights violations, is led by Shawan Jabarin, who was convicted by Israel's High Court in the 1980s of being a member of the PFLP and subsequently was prohibited from traveling abroad based on evidence he was recruiting for the PFLP.

Defense for Children International Palestine (DCI-P), a local branch of the Geneva-based Defense for Children International, is closely associated with the PFLP. At least three figures with alleged ties to PFLP have been employed or appointed as board members by DCI-P.

The Union of Agricultural Work Committees (UAWC) was identified in a USAID report as the "agricultural arm of the PFLP." UAWC personnel with ties to the PFLP include an accountant who negotiated funding from the European Union and an administrative manager, both of whom are currently under indictment for the August 2019 murder of 17-year-old Israeli Rina Shnerb.

Last year, the EU introduced a provision into its grant agreements designed to ensure that entities on the EU's terrorism blacklist, known as a "restrictive list," don't benefit from EU funds. This caused an uproar among Palestinians. The Palestinian NGO Network (PNGO), which represents the above groups and many others with dubious affiliations, "went to the European Union office that's in charge of relations with the Palestinians and said, 'We have totally opposed this. We won't let you. We refuse to allow you to apply this regulation to the funding that we're getting'."

EU officials soon backed down. In March 2020, the EU's representative to the Palestinians, Sven Kȕhn von Burgsdorff, issued a clarification letter saying, "it is understood that a natural person affiliated to, sympathizing with, or supporting any of the groups or entities mentioned in the EU restrictive lists is not excluded from benefiting from EU-funded activities, unless his/her exact name and surname (confirming his/her identity) corresponds to any of the natural persons on the EU restrictive lists."

In plainer English, said Steinberg, this means Shawan Jabarin and other PFLP members who pose as "human rights defenders" are allowed to benefit from EU funding so long as their individual names are not on the EU blacklist, which it so happens does not list any individuals (i.e. "natural persons"). Von Burgsdorff's letter assures Palestinian NGOs that affiliates connected to EU-designated terrorist groups like the PFLP not only can continue to receive EU funding but are now afforded "legitimacy" by Brussels.

The Israeli government contested this dodge and continues to insist that the Europeans end funding "that can be readily siphoned off to the terrorist organizations like the PFLP," explained Steinberg. "The European commissioner in charge of relations with Israel ... said, 'We're going to investigate this.' Now we're going to see if there's going to be an investigation or not. There may. That's why I leave the question, did the European Union go to sleep or not?"

‘Terrorists in Suits’

 Over 100 links revealed between terrorists and BDS groups

The Ministry of Strategic Affairs and Public Diplomacy (MSA) released its “Terrorists in Suits” report on Sunday, revealing over 100 links shared between the internationally-designated terrorist organizations Hamas and the Popular Front for the Liberation of Palestine (PFLP) with at least 13 anti-Israel BDS promoting NGOs.

Elaborating on a previous report, the ministry reveals how Hamas and the PFLP are utilizing a network of NGOs promoting boycotts against Israel as an additional tactic in their ultimate goal of dismantling the State of Israel. These organizations have successfully placed over 30 of their members, 20 of which have served time, including for murder, in senior positions within BDS-promoting NGOs.

The report documents how boycott organizations and terrorist designated organizations raise finances together, share the same personnel, and showcases that contrary to popular belief, these officials have not abandoned their support for terrorism, but instead, continue to maintain organizational, financial, and active ties with terrorist groups.

Funding from Europe, philanthropic foundations

The Israel-boycott organizations in question were also shown to have received millions of euros in funding from European countries and philanthropic foundations, while gaining access to additional funds through financial, crowdfunding and banking systems.

Examples of terrorists working in support of organizations that promote the boycotting of Israel include Leila Khaled and Mustafa Awad.

Khaled became infamous for hijacking two civilian airliners, Flights TWA 840 and El Al 219, and to this day remains active in the internationally-designated terrorist group the PFLP. She has fundraised for, and promoted, anti-Israel boycott NGOs both in Europe and South Africa. In 2011 she was found to have taken coordinated actions for a terrorist cell planning on attacking sites in Jerusalem. Furthermore, in October 2018 Khaled was quoted in an interview saying, “Palestine will be liberated through resistance in all its forms, first and foremost through armed struggle.”

Awad, is currently serving time for his involvement in several terrorist organizations, including serving as a member of the PFLP and received training from Iranian terrorist group Hezbollah. He also represented Samidoun in Brussels, an organization known for promoting boycotts against the State of Israel and advocating for the release of Palestinian security-prisoners in Israeli jails, including those convicted of murdering civilians in terrorist PFLP attacks.

Connections to Hamas, Islamic Jihad

Another instance includes the BDS National Committee (BNC), the Ramallah-based leadership of the global Boycott movement toward Israel, consists of 28 Palestinian boycott groups. The lead member of this coalition is the Palestinian National and Islamic Forces (PNIF), which includes five internationally-designated terrorist organizations including Hamas, the Popular Front for the Liberation of Palestine and Palestinian Islamic Jihad. The American fundraising platform Donorbox recently suspended the BNC’s account after finding the group did indeed maintain ties to terrorist groups.

Over the past year, and following MSA activities to expose NGO terror ties, several European countries have announced the reexamination and decrease in funding granted to organizations which promote boycotts against the State of Israel.

The report also showed how members of terrorist organizations operate under the guise of “boycott activists” to gain access, and meet with, senior Western government officials and exert pressure to release convicted terrorists held in Israeli prisons.

Removing the ‘mask’ of the NGOs

The new report aims to decidedly remove the “mask” of NGOs promoting BDS by exposing in an in-depth study the true nature of this scheme, the ministry said.

“Terrorist groups and the anti-Israel boycott campaign have united in their goal of wiping Israel off the map,” Erdan said. “Terrorist groups view boycotts as a complementary tactic to terror attacks. Following the exposure of over 100 links between terrorist groups and leading BDS organizations, I urge all governments and financial institutions to investigate the activities of these BDS organizations, and immediately end all funding and support which they provide to them.”
