UK to suspend military exports to Israel, if fighting in Gaza resumes

(“BIG” Committee note:- We believe this is the UK giving the green light to Hamas to continue the fighting by this action.
Israel is being bullied by the West and therefore Hamas has no incentive to negotiate a lasting ceasefire.)

Reuters 12.8.2014

LONDON - Britain said on Tuesday it would suspend 12 licenses to export military items to Israel, including tank, aircraft and radar parts, if hostilities with Hamas in Gaza resumed, citing concerns the exports may be used to breach international laws.

Britain said last week it was reviewing all arms export licenses to Israel after fierce fighting which has resulted in heavy civilian casualties in the Palestinian enclave of Gaza.

That review concluded on Tuesday that 12 licenses would be temporarily suspended pending further investigation if the current truce breaks down and heavy fighting resumes.

"The UK government has not been able to clarify if the export license criteria are being met," Business Secretary Vince Cable said in a statement.

"In light of that uncertainty, we have taken the decision to suspend these existing export licenses in the event of a resumption of significant hostilities."

Israel says its operation in Gaza is self-defense, aimed at stopping rockets being fired from the enclave by Islamist militants.

According to a report by a British parliamentary committee last month, outstanding government-approved contracts for export of dual use or military goods to Israel are worth more than 7.8 billion pounds ($13 billion). These include contracts to supply body armor, drone components and missile parts.

Cable's department said the vast majority of export licenses were not for items that could be used by Israeli forces in its operations in Gaza, but it was unable to immediately confirm the value of the licenses that could be suspended.

Britain said that the suspensions would not include components for Israel's "Iron Dome" system which protects the country from rockets fired by Hamas.

Last week Sayeeda Warsi, a senior Foreign Office minister, resigned, accusing Prime Minister David Cameron's government of taking a "morally indefensible" approach on Gaza.

Bye-bye London

Caroline Glick - January 21, 2013,
http://www.carolineglick.com/e/2013/01/bye-bye-london.php

In an interview with Haaretz in November 2010, British novelist Martin Amis said the following about discussions of Israel in his motherland:

I live in a mildly anti-Semitic country, and Europe is mildly anti-Semitic, and they hold Israel to a higher moral standard than its neighbors. If you bring up Israel in a public meeting in England, the whole atmosphere changes. The standard left-wing person never feels more comfortable than when attacking Israel. Because they are the only foreigners you can attack. Everyone else is protected by having dark skin, or colonial history, or something. But you can attack Israel. And the atmosphere becomes very unpleasant. It is traditional, snobbish, British anti-Semitism combined with present-day circumstances.

After participating last week in a debate in London about Israeli communities beyond the 1949 armistice lines organized by the self-consciously pretentious Intelligence Squared debating society, I can now say from personal experience that Amis is correct. The public atmosphere in England regarding Israel is ugly and violent.

The resolution we debated read: "Israel is destroying itself with its settlement policy. If settlement expansion continues Israel will have no future."

My debating partner was Danny Dayan, the outgoing head of the Yesha Council.

We debated Daniel Levy, one of the founders of J-Street and the drafter of the Geneva Initiative, and the son of Lord Michael Levy, one of Tony Blair's biggest fundraisers; and William Sieghart, a British philanthropist who runs a non-profit that among other things, champions Hamas. Levy has publicly stated that Israel's creation was immoral. And Sieghart has a past record of saying that Israel's delegitimization would be a salutary proces and calling for a complete cultural boycott of Israel while lauding Hamas.

We lost overwhelmingly. I think the final vote tally was something like 500 for the resolution and 100 against it.

A couple of impressions I took away from the experience: First, I can say without hesitation that I hope never to return to Britain. I actually don't see any point. Jews are targeted by massive anti-Semitism of both the social and physical varieties. Why would anyone Jewish want to live there?

As to visiting as an Israeli, again, I just don't see the point. The discourse is owned by anti-Israel voices. They don't make arguments to spur thought, but to end it, by appealing to people's passions.

For instance, in one particularly ugly segment, Levy made the scurrilous accusation that Israel systematically steals land from the Palestinians. Both Dayan and I demanded that he provide just one example of his charge. And the audience raged against us for our temerity at insisting that he provide substantiation for his baseless allegation. In the event, he failed to substantiate his allegation.

At another point, I was asked how I defend the Nazi state of Israel. When I responded by among other things giving the Nazi pedigree of the Palestinian nationalist movement founded by Nazi agent Haj Amin el Husseini and currently led by Holocaust denier Mahmoud Abbas, the crowd angrily shouted me down.

I want to note that the audience was made up of upper crust, wealthy British people, not unwashed rabble rousers. And yet they behaved in many respects like a mob when presented with pro-Israel positions.

I honestly don't know whether there are policy implications that arise from my experience in London last week. I have for a long time been of the opinion that Israel shouldn't bother to try to win over Europe because the Europeans have multiple reasons for always being anti-Israel and none of them have anything to do with anything that Israel does. As I discuss in my book, these reasons include anti-Semitism, anti-Americanism, addiction to Arab oil, and growing Muslim populations in Europe.

I was prepared to conduct a civilized debate based on facts and reasoned argumentation. I expected it to be a difficult experience. I was not expecting to be greeted by a well-dressed mob. My pessimism about Europeans' capacity to avail themselves to reasoned, fact-based argumentation about Israel has only deepened from the experience.

One positive note, I had a breakfast discussion last Wednesday morning with activists from the Zionist Federation of Britain. The people I met are committed, warm, hardworking Zionists. I wish them all the best, and mainly that means, that I hope that these wonderful people and their families make aliyah.

While their work is worthwhile, there is no future for Jews in England.

MI6's Shameful Holocaust Attack

by Andrew Roberts

A new history of British intelligence reveals that in 1946-'48 they used explosives to attack ships bearing Holocaust survivors from Europe to Israel. Andrew Roberts on these stunning revelations.

As Jewish survivors of the Holocaust, the pitiful remnants of History’s greatest crime, tried to make their way across an often hostile Europe at the end of the Second World War, toward at least a semblance of safety in the Holy Land, they had no shortage of problems with which to contend, including disease and malnutrition, Polish anti-Semitism, Soviet indifference, Allied bureaucracy, and Arab nationalism. Now we discover that they faced yet another peril in the shape of bombs planted on their transport ships by Britain’s Secret Intelligence Service, better known as MI6.

A new book to be published next week entitled MI6: The History of the Secret Intelligence Service 1909-1949, by the distinguished British historian Keith Jeffery, reveals the existence of Operation Embarrass, a plan to try to prevent Jews getting into Palestine in 1946-'48 using disinformation and propaganda but also explosive-devices placed on ships. Nor is this some speculative spy story that can be denied by the authorities: Dr. Jeffrey’s book is actually, in their own words: “Published with the permission of The Secret Intelligence Service and the Controller of Her Majesty’s Stationery Office.
”
The country that ought to be embarrassed by Operation Embarrass—indeed shamed—is Great Britain, which used explosives to try to stop truly humanitarian flotillas after the Holocaust, but now condemns embattled Israel for halting entirely politically-inspired flotillas to Gaza despite her rights of legitimate self-defense.
When on June 1 this year the British government denounced as “completely unacceptable” the way that the Israelis landed troops on the Turkish flotilla to Gaza we did not know that its predecessor had done much the same, actually blowing up one ship and damaging two more vessels of a genuinely humanitarian flotilla that was trying to bring Jewish survivors of the Nazi death camps to their people’s ancient homeland.

The Secret History of MI6. By Keith Jeffery. 832 pages. Penguin Press HC. $39.95 Of course, the hostility of the British establishment toward Jewish immigration into Palestine since long before the notorious 1939 White Paper on the subject is well-known—even King George VI wrote that year to say that he was “glad to think that steps are being taken to prevent these people leaving their country of origin”—nonetheless this is the first indication of the violent lengths to which post-war Britain was willing to go in order to appease the oil-rich Arab states of the region.

For it now emerges that in late 1946 the Labour government of Clement Attlee asked MI6 for “proposals for action to deter ships masters and crews from engaging in illegal Jewish immigration and traffic,” adding, “Action of the nature contemplated is, in fact, a form of intimidation and intimidation is only likely to be effective if some members of the group of people to be intimidated actually suffer unpleasant consequences.” Among the options contemplated were “the discovery of some sabotage device, which had ‘failed’ to function after the sailing of a ship,” “tampering with a ship’s fresh water supplies or the crew’s food,” and “fire on board ship in port.” Sir Stewart Menzies, the chief of the SIS, suggested these could be blamed on an invented Arab terrorist group called The Defenders of Arab Palestine.

Operation Embarrass was therefore launched after a meeting held on February 14, 1947 between officials from MI6, the armed services, the Colonial Office and the Foreign Office, the last represented by William Hayter, the head of Foreign Office Services Liaison Department, a high-flier who later became ambassador to Moscow. I knew Sir William Hayter in later life, but needless to say he never breathed a word about this operation. In his defense, it must be said that Hayter did order MI6 to ensure that arson “must be arranged, if at all, when the ship is empty.
”
The Operation Embarrass team was told that “the primary consideration was to be that no proof could ever be established between positive action against this traffic and His Majesty’s Government [HMG].” A special communications network, code-named Ocean, was set up with a budget of £30,000 ($47,000), a great deal of money in 1947. The operation had three aspects: direct action against refugee ships, a “black” propaganda campaign, and a deception scheme to disrupt immigration from Black Sea ports. A team of former Special Operations Executive agents—with the cover story of a yachting trip—was sent to France and Italy with limpet bombs and timers. If captured, “they were under no circumstances to admit their connection with HMG” but instead claim to have been recruited in New York “by an anti-Communist organization formed by a group of international industrialists, mainly in the oil and aircraft industries,” i.e., to lay the blame on rich, right-wing, unnamed Americans. They were told that this cover “was their final line of defense and, even in the event of a prison sentence, no help could be expected from HMG.
”
During the summer of 1947 and early 1948, five attacks were undertaken on ships in Italian ports, of which one was rendered “a total loss” and two others were damaged. Two other British-made limpet mines were discovered before they went off, but the Italian authorities did not find their country of origin suspicious, “as the Arabs would of course be using British stores.” Operation Embarrass even considered blowing up the Baltimore steamship President Warfield when in harbor in France, which later became famous in Israeli history as the “Exodus” ship that “launched a nation.”

The depth of the animosity that Establishment Britain, especially the Foreign Office, felt toward the Jews of Palestine clearly went even further than we had ever imagined, and even 70 years later is by no means extinguished.

Help Us to Help You

By HASAN AFZAL 04/27/2011

It’s time for a hasbara rethink, says the director of British Muslims for Israel.

In Europe, hasbara is nothing more than a theory that friends of
Israel allude to at interfaith events, and the occasional objection to a boycott motion through the student union. Yet among the countless threats with which the Jewish state must deal, it is indisputable that one of them is perpetual delegitimization, to the point where the state’s very existence is now up for debate.

It is not easy to fight this phenomenon when grassroots hasbara in the UK is almost solely a Jewish endeavor. If a non-Jewish student on campus wishes to campaign against Hezbollah, oppose a university’s attempt to twin with a Hamas-controlled university or run an event with a pro-Israeli speaker, who does he turn to? He certainly can’t go to the “human rights” societies that work with Islamist speakers. Nor can he turn to the somewhat exclusive Jewish society which is entrusted as the sole steward of hasbara on campus.

The pro-Palestinian movements are successful because they are diverse. Islamists, socialists and middle-class white women all wave the Hamas flag quite happily at anti- Israel protests .It is imperative that those of us who are Christian, Muslim or Hindu be given a chance to help.

Israel is the only liberal democracy in the Middle East. It guarantees minority rights and political pluralism, holds its politicians to account both in and out of office, and is the only country in the Middle East that provides equality under the law for homosexuals and women. Despite these trophies of liberty, the state is relentlessly demonized by the Western world using the language of human rights.

Sadly, too few people in the
United Kingdom are aware of the facts. When well-meaning Europeans are informed of the realities in Israel and the neighboring states, their reaction is often complimentary. With the right kind of advocacy, those who consider themselves pro-Palestinian can be persuaded to rethink their position.

“The only democracy? The only place with legal equality for homosexuals and women?” they query. With the right sort of advocacy from the right sort of person, self-styled Palestinian activists can be encouraged to confront the increasingly extreme “student leaders” and radical Islamists that manage and exploit the Palestinian solidarity movements. Those who become aware that they have been ill-informed are, of course, left wanting answers.

Recently, I was invited to give an interview to Israel’s Channel 10, and I highlighted this exact point. When one moves Israeli advocacy from a reactionary approach to proactively focusing on the human rights situation in the Middle East, it immediately invites people to reconsider their position. Islamists can no longer shroud themselves in the sanitizing perspective that Israel is an “oppressor” - an excuse that legitimizes the Islamists’ real agenda. Rightfully reclaiming the human rights agenda is the type of hasbara we assume is happening, but shockingly, in reality it is rarely practiced in Europe.

No rational observer doubts that Israel has an excellent army, but now the Jewish state must beef up its public diplomacy to defend its image. Israel must hold those to account who, in the Western media, academia and political sphere, attempt to rationalize the terror attacks perpetrated by Hamas by calling them “strikes” – painting them as somehow morally acceptable. We must challenge those who consistently demonize Israel, and expose their visceral hatred and double standards.

Urgent action is required. People in Europe are no longer thinking about how a two-state solution may be implemented, but have begun asking nonsense questions such as, “Should Israel exist?” The faculty and student societies in universities regularly invite speakers who offer a one-sided, anti-Israel point of view. Islamist groups frequently parade openly anti-Semitic speakers, who enjoy the very freedom of expression they seek to destroy. Hasbara cannot be merely reactive – a manifestly failed method still employed by a large majority of British Jewish leadership. It must be proactive. It is all very well to splutter that boycotts are bad, but what use is that when there is no one to say Israel is good?

Wherever Hamas apologists lurk in the media, a carefully chosen story with selective quotes and violent pictures will do their cause wonders. In other words, the other side realizes that though it can never defeat Israel militarily, if it can define the conflict, rewrite its history and put up a convincing story, then although Israel may have won the military battle, it will lose the real war – the war of ideas.

Even more scandalous is the state of affairs in the Palestinian territories. Palestinian nationhood is increasingly being defined by extreme violence and a culture of victimization. Gaza is now a breeding ground for Islamists willing to kill their own people as Gaza descends into a culture of wanton violence far more terrifying than under the Arab nationalism of the PLO. We should be asking the world, how can you stand by and allow the Palestinian people to be represented like this? We must ask how the world, in all seriousness, can attack the way Israel defends its peoples and their democratic values against the tyranny of Islamism, especially while Islamists perpetually and overtly demonstrate that when their ideology is left to reach its logical conclusion, the effects are always violent and fatal.

Israel must empower and equip its friends in Europe to rightfully reclaim the human rights agenda from the anti-Israel mobs.It must ensure that hasbara activists can make the case that Israel is under attack from an enemy that wishes to replace our civilization with a society run by clerical fascists. The conflict is not solely taking place in the Middle East, but in Western television studios, radio stations, blogs and social media. As religious and community institutions, whether intentionally or not, finance the murderous ideals of Palestinian terror groups, we need your support – help us help you.

The writer is director of British Muslims for Israel, a pro-Israeli advocacy group fighting the delegitimization of Israel in the British Muslim community and beyond. British Muslims for Israel is under the umbrella of The Institute for Middle Eastern Democracy.

WHY CAN'T THIS COUNTRY FOLLOW ISRAEL'S LEAD?

EXPRESS COMMENT

Friday February 19,2010
By Chris Roycroft-Davis

EXCUSE me for not sending flowers to the funeral of the terrorist the Israelis bumped off in Dubai. Unlike the bleeding hearts in the liberal media I’m not shedding any tears.

As military chief of terrorist group Hamas, Mahmoud al Mabhouh had the blood of many Israeli soldiers and civilians on his hands. He was in charge of smuggling rockets and grenades into the Gaza Strip so his murderous gangs could lob them into Israel.

He could hardly complain when a hit squad from Mossad, the Israeli security service, brought his life to a swift end. To say he had it coming is an understatement.

So why such a fuss about his execution? Why has the Foreign office twisted the arm of the Israeli ambassador? And possibly the most crucial question of all: whose side are we on, the terrorists or those with the courage to stand up to them?

The Israelis don’t mess about, they don’t sit back and take it. You kill one of them and they will kill you. And afterwards they won’t explain, they won’t apologise, they won’t even deny it.

WORLD opinion means nothing – what ever London, Washington or Damascus may say the Israelis are convinced that they are right. An eye for an eye is the most basic concept of natural justice, dating back 4,000 years to Babylonian times and is promoted three times in the old Testament. Even in the New Testament Jesus says: Those who take up the sword shall die by the sword.

Did Mahmoud al-Mabhouh reflect on that as he checked in to room 230 at his posh hotel in Dubai? He was the man behind the kidnapping and killing of two Israel soldiers 21 years ago; he had been smuggling arms into the Gaza Strip; he was believed to be in Dubai to buy more weapons from an Iranian dealer. If Mossad agents came to call they were hardly there to inquire after his health.

Unlike Britain, Israel doesn’t tolerate an enemy within. It doesn’t give those who hate them free housing and welfare handouts. It doesn’t let the right of free speech enable them to preach murder on its streets.

Retribution is a vital part of Israel’s psyche. After the Second World War the Israelis spent half a century tracking down evil Nazis. When Israeli athletes were murdered at the 1972 olympics their Palestinian killers were hunted around the world and eliminated: one by a bomb in his bed, another by a booby-trapped phone.

Who can forget the electrifying raid on Entebbe in 1976 when Israeli special forces stormed a hijacked airliner, killed the terrorists and freed all but three of the hostages? It was a salutary lesson to the world.

You’d think that Britain of all countries would understand the need to pull no punches with those who have sworn to be your enemies. That’s what the SAS did in Northern Ireland for more than 30 years, taking out IRA members before they could perpetrate further outrages. It is what our special forces did in Iraq and are doubtless doing in Afghanistan.

It is what the SAS should be doing today in Somalia, where British yacht couple Paul and Rachel Chandler are being held by pirates. Can you imagine the Israelis allowing two of their people to suffer so long in some fly-blown African hellhole?

Israel has no reason to be ashamed of its actions. As Foreign Minister Avigdor Lieberman points out: “our security activity is conducted according to the very clear, very cautious and responsible rules of the game.” rule No 1 of course in any security activity is kill or be killed.

Where Britain has a right to be upset, however, is the way the Israelis have carried out ID theft on the passports of six of our citizens. It’s not the first time they’ve done it and last time they promised they wouldn’t do it again.

One Foreign office source says Britain could cut ties with Mossad if the Israelis have been “found to be acting against British interests”. You might think executing the would terrorist might be precisely in our interests but the career diplomats take a loftier view.

Gordon Brown says Israel has questions to answer about nicking our passports but the implication is that Britain wouldn’t be in the least bit put out if the Israeli hit squad had used fake documents from Libya, Japan, Peru – in fact anywhere other than Britain.

BROWN even has the cheek to spout that “a British passport is an important part of being British”. This from a Prime Minister whose policy was to welcome millions of immigrants so he could socially engineer the country to be less British and more likely to vote Labour.

We should take no lessons either from the BBC, which for too long refused to call Hamas suicide bombers “terrorists” and hid behind weasel words like “radicals” and “militants”. Its anti-Israel bias is clear today when BBC News pontificates that Israel “may have scored a costly own goal” by using British identities for what it calls “nefarious activities”.

Make no mistake, I think a British passport is the most valuable document in the world and I don’t like it being used to gain illegal entry to another country. But my top priority will always be security and the world is undoubtedly more secure now Hamas has lost another murderer from its ranks.
