The Illusion of Palestinian Peace

The orgy of blood on Oct. 7, 2023, and everything that followed should have inspired a dream of peace. For anyone with a conscience, the horror would be enough to say: “Never again.”

Yet that isn’t what happened. When you ask Israelis how they are, their automatic “Fine, thank you” is no longer true; it’s merely a social convention. Their souls remain shaken.

But across the divide, in the Palestinian territories, the picture is far more disturbing. According to a recent survey by the Palestinian Center for Policy and Survey Research, 59% of Palestinians living under the Palestinian Authority—that is, in Judea and Samaria—believe that the decision to carry out the Oct. 7 massacre was “correct.” In Gaza, 44% agreed.

Even more shocking, 54% blame Israel for Palestinian suffering, while only 14% blame Hamas. And so, we must ask: what peace are we talking about? The one preached endlessly by the U.N., by Europe, and by French President Emmanuel Macron — “two states for two peoples”? Not only does it lack realism; a majority of Palestinians reject it outright.

The same survey shows that 40% of Palestinians believe an independent state must come through armed struggle, not negotiation; in Gaza, 35% say the same. These are not marginal numbers—they represent a society still enthralled by the myth of “resistance,” not the idea of coexistence.

As Israeli journalist Amit Segal has noted, Shany Mor’s essay “Ecstasy and Amnesia” explains this phenomenon well: the intoxication of violence, the inability of parts of the Islamic world—and the Palestinian one in particular—to separate history from religious emotion.

The “ecstasy” of jihad was visible on Oct. 7, in videos of young men calling their parents to boast about killing Jews with their own hands, and in the mobs cheering as kidnapped Israeli girls were paraded through Gaza’s streets.

Even academics in the West, such as Cornell’s Russell Rickford, revealed the same moral sickness when he called the massacre “exhilarating.”

Arab–Palestinian wars have always followed this script: an initial eruption of homicidal and suicidal ecstasy, followed by crushing defeat—the War of Independence (1948), the Six Day War (1967), the Intifadas, and now the war of Oct. 7. Yet from each failure, what remains in memory is the thrill of violence, not the price of it.

The number of shootings has already surpassed last year's total.

The escalation in Palestinian terrorism that started over a year ago shows no signs of abating, data from Rescuers Without Borders (Hatzalah Judea and Samaria) published on Tuesday indicates.

In the first six months of 2023, the emergency service recorded 3,640 acts of terror throughout Israel, including 2,118 cases of rock-throwing, 799 attacks with Molotov cocktails, 18 attempted stabbings and six car- rammings.

The number of shootings has already surpassed last year’s total, with 101 instances of gunfire directed at Israelis reported. Hatzalah’s figures do not include the hundreds of attacks on security personnel during counterterrorism operations in Palestinian villages.

Palestinian terrorists have killed 28 people and wounded 362 others since January, the organization said.

In addition, two Israelis died from wounded sustained in previous years. Shimon Maatuf died in February after suffering severe head wounds in an attack by two Palestinians armed with axes in 2022, and New York-born Chana Nachenberg died last month after a Palestinian suicide bombing put her in a coma 22 years ago.

Rescuers Without Borders was founded in 2000, at the beginning of the Second Intifada, with the goal of establishing a civilian emergency response infrastructure in Judea and Samaria. Eventually, the organization expanded the scope of its work to include all of Israel.

Hatzalah released its biannual report on terrorism amid yet another uptick in Arab attacks throughout Jerusalem, Judea and Samaria.

Earlier on Tuesday, security forces thwarted a possible terrorist attack at the Shuafat checkpoint in northeastern Jerusalem, arresting a 14-year-old Palestinian suspect who behaved suspiciously. Officers found a knife in his possession.

On Monday, Palestinian terrorists threw rocks at vehicles in northern Samaria, wounding at least four Israeli civilians, including a woman in an advanced stage of pregnancy. At least three cars were targeted in the attack, which took place on Route 55 near Ma’ale Shomron, medical officials said.

A day earlier, an Israeli man was shot and seriously wounded, and his two daughters lightly injured, in a Palestinian drive-by shooting near the Tekoa Junction in Gush Etzion. According to the IDF, the terrorist opened fire from a passing vehicle at the victims’ car on a highway about 15 kilometers (9 miles) south of Jerusalem.

Following an hours-long manhunt, security forces apprehended the suspected shooter in nearby Bethlehem, where he had barricaded himself inside a mosque.

The threat to the archaeological record in the heartland of Israel, Judea and Samaria, the cradle of our civilization, is untenable, and cannot be subject to political persuasions.

A muted but persistent cultural cleansing and destruction of immense proportion is occurring throughout Judea and Samaria. 

Historic sites, antiquities, and artifacts are being plundered, damaged, pilfered, or simply erased.  

In certain instances, illicit development work by Arabs in the area, such as the paving of pirate roadways or illegal mining operations, causes the unintentional destruction of rare and indescribably important antiquities. In other cases, it is the desire for looting and profit that causes intentional and irrevocable damage to archaeological sites in Judea and Samaria. 

Further still, and perhaps most egregiously, is the willingness of Arab leadership figures in Judea and Samaria to erase or culturally appropriate the history and archaeology of the Nation and Land of Israel fuel and intensify this cultural cleansing. After all, a rich archaeological record and abundant historical texts are the most conspicuous and potent testaments to the falsehood of Arab narratives concerning Am Yisrael and Eretz Yisrael. 

These attempts at cultural appropriation and expunction are also a critical aspect of the global campaign waged by many against Israel’s legitimacy and its very right to exist. The farcical proclamations made by UNESCO, the ethically bankrupt international body with a contempt for historical fact regarding anything to do with Israel, is one illustration of this campaign.

There is a troubling lack of awareness among the general Israeli public of the size and scope of the wanton destruction of antiquities in Judea and Samaria and its repercussions. 

Outside of Israel, awareness is almost non-existent except in archaeological and academic circles, and even then, it is limited. In recent years, a number of Israeli NGOs have been working hard to identify and publicize the ISIS-style damage and destruction. 

Addressing the problem properly will only come about with a sea change in the policies of the State of Israel toward archaeology as a whole in Judea and Samaria. A public outcry and the political pressure it can create are necessary to have the required policy changes enacted.

Currently, the Israel Antiquities Authority, one of the leading, if not the leading organization of its type in the world, is severely limited both in resources and in freedom of action in Judea and Samaria.

Given the Arab authorities’ facilitation as well as subtle and not so subtle support for the destruction and cultural appropriation of historic sites, diplomatic agreements on the subject have been contravened and so should be null and void. As such, the IAA should be empowered and have its mandate expanded in Judea and Samaria.

The threat to the archaeological record in the heartland of Israel, Judea and Samaria, the cradle of our civilization, is untenable. It cannot be subject to political persuasions. When the Taliban blew up the Buddhas of Bamiyan, outrage and condemnations were not based on whether one subscribed to leftist or rightist political ideologies. 

So too, politics are absent when we oppose the construction of a new parking lot or shopping mall over a two or three-century-old exilic cemetery on foreign soil in Europe or elsewhere.

It should then go without saying that there be no politicking when it comes to stopping the looting and destruction of the ancient tombs of our nation’s vaunted freedom fighters, the Hasmoneans, on our native soil at Jericho or at any other site in Judea and Samaria.

Media Romanticize Terrorists and Their Dreams of ‘Martyrdom’

Spraying bullets at a group of Jewish worshipers, planning a pipe bomb attack in Tel Aviv and kidnapping a gravely-injured Druze teenager are apparently just some of the activities The Times of London’s diplomatic correspondent Catherine Philp considers to be part of “Palestinian resistance to Israel’s occupation of the West Bank.”

We must assume that Philp believes attacking unarmed civilians is a legitimate act of so-called “resistance” or she would not have used the word no fewer than seven times in only 15 paragraphs to describe the undertakings of the Jenin Battalion and Lions’ Den terrorist groups, which are behind scores of deadly attacks.

In the piece, ‘I was ready to die, says Palestinian fighter hit by drone strike,’ Philp strikes a creepily sympathetic tone as she introduces readers to the “new generation in the Palestinian armed resistance,” including teenage “fighter” Harbosh whose face, Philp observes, is “pockmarked by acne” as he is interviewed from his hospital bed recalling “how close he came to martyrdom” during the IDF’s recent counterterrorism raid in Jenin.

While giving a brief history of the Jenin Battalion, Philp describes this “militant coalition that has sprung up and thrived in the squalid surroundings of the Jenin camp where this week Israel began its largest military operation in the West Bank in two decades.”

She goes on to claim the group consists “overwhelmingly” of members aged between 16 and 22, all of whom have a “burning sense of grievance” having “grown up in an era when prospects for peace were in effect dead, in a moribund economy with few jobs, their only heroes martyrs whose images blanket the camp’s alleys.”

Aside from the obvious problem of Philp’s framing of Jenin terrorists as disenchanted youngsters with little choice in life other than to pick up an M16 rifle and start shooting, the presentation of the Jenin Battalion as a sort of grass-roots youth movement is simply bizarre.

After all, the terrorist group is well-funded by Iran (which Philp acknowledges) and comprises operatives from Hamas, Islamic Jihad and the Al-Aqsa Martyrs’ Brigades (which Philp ignores).

Indeed, the whole piece is replete with language that serves to glorify and justify Palestinian terrorism, from Philp’s quoting the uncle of one Jenin Battalion member who gushes that the new “generation is more dangerous than the previous one,” to her subtly romanticizing the “daring [Gilboa] jailbreak.”

The piece, unfortunately, appears to be part of a trend in which media outlets publish strange terrorism puff pieces following the Jenin raid.

For example, The Economist recently promised to take its readers “inside the Lions’ Den,” which it described as the “West Bank’s Gen Z fighters.”

The piece, which describes the group that planned a large-scale terror attack in Tel Aviv as a “Palestinian armed-resistance group,” is packed with jarring statements that appear to whitewash the motivations and actions of a group that has repeatedly sought to maim and murder innocent Israelis.

Among the most troubling lines in the financial magazine’s feature are the framing of the Jenin raid to destroy terrorist infrastructure as the “most aggressive assault on the West Bank in over two decades”; describing confirmed terrorists as “Palestinian resistance fighters;” reimagining the Second Intifada as a mere “uprising” in which Nablus became the “center of opposition” and claiming Lions’ Den terrorists are primarily motivated by their “frustrations with the Israeli occupation and an enfeebled PA,” as opposed to a blind hatred of Israelis and Jews.

Meanwhile, Sky News ran a piece about a “bullish” Hamas, which it suggested was a part of the “resistance.” Like Philp at The Times, one must wonder which Hamas-perpetrated suicide bombings Sky News’ Alex Rossi thinks constitute resistance.

Lastly, The Sunday Times was guilty of leaving crucial context out of a piece about bereaved Israeli and Palestinian families.

While the piece quotes the mother of a Palestinian man who died in Jenin in January, including a reference to her insistence that her son was “merely throwing rocks at Israeli troops” when he was killed, it fails to include the fact that he was claimed by the Al-Aqsa Martyrs’ Brigades and had reportedly opened fire on the IDF just before his death.

The media’s recent tendency toward glamorizing terrorists is a disturbing trend.

And while journalists are free to write about whomever they want — regardless of how beyond the pale they are — editors should ask themselves why they seem to only give Palestinian terrorists a free pass.

An Unspeakable Atrocity

On Friday, as the rabbi drove towards Tiberias in northern Israel for a Passover break with his family, the car following him carrying his wife Lucy (Leah) and two of his daughters, Maia and Rina, was ambushed by Palestinian Arab gunmen and crashed into the barrier. The gunmen then approached the car and shot Lucy and her daughters at point blank range with 20 bullets from a Kalashnikov rifle.

This unspeakable atrocity has united Israel in horror. Once again, Israeli Jews have been murdered for nothing other than the fact that they are Jews living in their ancestral homeland.

Since September 2000, Palestinian Arabs have murdered at least 1420 Israelis. Over the past year, at least 30 Israelis have been murdered in such attacks. For months, there have been multiple attempted attacks against Israeli citizens almost every day.

For Anglo-Jews, however, the attack on the Dee family isn’t just close to home. It is home. Rabbi Dee was a community rabbi in Radlett, just outside London, from 2011-2014 when the family moved to Israel.

The atrocity was unspeakable. What makes it all the more unbearable is the reaction from so much of the west to such horror. The Dee family lives in Efrat and the attack happened in the Jordan valley, all part of the disputed territories of Judea and Samaria. Israeli Jews who are attacked in these territories tend to be dehumanised by western commentators as “settlers'“ in the “occupied territories” who were “asking for it”; or they are airbrushed out of media coverage altogether. 

This is even though the Palestinian Arabs have been murdering Jews in Israel and these territories for more than a century, decades before the so-called “occupation of the West Bank” after the 1967 six day war, and decades before the State of Israel even came into existence in 1948. The initial response of the UK government was shocking. As Israel’s former ambassador to the US Michael Oren tweeted in disgust: 

“The British government was “saddened to hear about the deaths of British-Israeli citizens and the serious injuries sustained by a third individual” and called on “all parties to de-escalate tensions”. No mention of Palestinians or terror, no outrage. The sisters merely “died” and a third person was somehow injured. The citizens are not really British but a  qualified “British-Israelis”. And “all” parties, including the Israeli victims, are urged to de-escalate”.

Shame on Britain. The dead were from a British family. You might have thought the British government would be outraged at the murder of three of its citizens. You might have thought that it would seek to hold the Palestinian Arabs to account for their incitement and complicity.

But of course, the British government is itself complicit in this and in all the other attacks on Israelis. That’s because it connives at the incitement to murder Israeli Jews by continuing to insist falsely that Israel is in “illegal occupation”; it continues to sanitise or ignore fanatical Palestinian Arab Islamic incitement to murder Israeli Jews and steal their land; it continues to refuse to exert any pressure on the Palestinian Arabs to cease its war of extermination against the State of Israel. Instead, it calls on both sides to “de-escalate” — an obscene moral equivalence between terrorists and terrorised, which means in practice telling Israel not to take the action that’s necessary to protect its people.

After the death of Lucy Dee, and doubtless aware of the gathering outrage over the British government’s initial response, the Foreign Secretary James Cleverly tweeted:

Tragic news that Leah Dee has also died following the abhorrent attacks in the West Bank. There can be no justification for the murder of Leah and her two daughters, Maia and Rina. We will continue to work with the Israeli authorities to end this senseless violence.

And to all of this sickening reaction by the British establishment, there has been (at time of writing) not a peep of protest from Britain’s Jewish leadership. But wait — a headline in Ha’aretz says:

British Jews Are Finally Speaking Out”… 

Oh dear, not against the appeasement of the terrorist Palestinian Arabs but against Netanyahu and the Israeli Far-Right. These cowardly people have been put to shame by a decent Muslim, Noor Dahri. He tweeted:

“I feel so sorry and have no words to express my grief. Two innocent British teen sisters were murdered by my co-religious people (Palestinians) in the name of my faith. My religion hasn’t permitted them to kill innocent people in its name at all. They don’t belong to my religious principles but unfortunately most of my Muslim followers (whom I know) are supporting them in killing Jews and call these acts resistance and reaction which I feel ashamed of them. I am so sorry but my unconditional support will always remain with you. Jews have absolute right in the holy land to celebrate and enjoy Passover with peace. Never feel weak because you aren’t born helpless. Never Again. May Allah rest victims in peace. Amen. “

Palestinian Arabs committed this vile deed. But they are consistently backed, encouraged, sanitised, excused and incentivised by many others who have accordingly kept this war of extermination going for the past century. Lucy Dee and her two daughters, along with Alessandro Parini, are the latest victims of it and they won’t be the last.

Remarkably, there have been no words of hatred from Rabbi Dee. No words of bitterness, no calls for revenge. Only an expression of trust that justice will be done; a reiteration of the balance within Judaism between justice and love; and the beyond-moving hope  — after his wife finally succumbed to her injuries — that by choosing good over evil we can all make the world a better place.

May the memory of Lucy, Maia and Rina Dee be a blessing.

The European Union’s Subversion of Israel

Liberal Jews in both the diaspora and Israel have been hyperventilating over the “extremist” ministers in the incoming government headed by Israeli Prime Minister-designate Benjamin Netanyahu.  These are the rabble-rouser Itamar Ben-Gvir, the theocrat Bezalel Smotrich and the ultra-socially conservative Avi Maoz.

With Netanyahu insisting that he will keep these three on a short leash, the rational position is to judge this government on what it actually does rather than wildly denouncing these men on the basis of their previous behaviour.

But are liberal Jews capable of anything other than hysteria when it comes to people they have damned as beyond the pale of humanity itself? Are they able to judge these individuals in accordance with demonstrable evidence?  Take, for example, Smotrich. He opposes a Palestinian state, maintains that only Israel is entitled to settle in the disputed territories of Judea and Samaria and claims that the Palestinian Arab agenda is to drive the Jews from the land. He has accordingly been accused of supporting an illegal land grab and anathematised as a Nazi.  Yet now information has surfaced that shows Smotrich is all too correct about the Arab strategy in the disputed territories — and that this strategy is being promoted by the very sort of people who denounce him as an extremist.

Earlier this week, Israel’s Channel 13 revealed that a document drafted by the European Commission in eastern Jerusalem proposed helping the Palestinian Authority secretly take control of land in Area C — which is supposed to be under full Israeli control according to the Oslo Accords — and suggested using left-wing NGOs in Israel for this purpose.  The document, probably drafted in June, said the EU should map the land to “prove” Palestinian Arab rights in the disputed territories, as well as violate local land-planning law, without leaving any trace of its activities.  The document also called for “following and monitoring Israeli archaeological activity in the area,” claiming that this was being used as a pretext for settlement building in Judea and Samaria.

What this really means is that the EU wants to stop these excavations because they are consistently uncovering indisputable archaeological proof that the Jews are the indigenous people of the land.  By saying it wants to “prove” Palestinian rights to the land, the EU revealed its true intention: to fabricate an entitlement that doesn’t exist. The only people with a legal, historical and moral claim to the land are the Jews. But the most important thing the EU document revealed is the sustained attempt by the Palestinian Authority and the EU to erase that unique Jewish claim via illegal construction.

As the Gush Etzion Council Head and Chairman of the Yesha Council Shlomo Ne’eman said: “Every week the State of Israel loses large areas, every day dozens of illegal homes are erected, roads are broken up and paved at significant points as part of an organised strategic plan. European governments are actively working to revise the borders of our country. In years past, this would be grounds for wars between nations.”  For his part, Smotrich said: “The blatant involvement of the European Union in the Palestinian Authority’s efforts to establish facts on the ground and unilaterally establish a de facto Arab terrorist state in the heart of the Land of Israel is unacceptable, contrary to international law and incompatible with basic rules of diplomacy in relations between states.”

Who could argue with that? He is correct.

The EU has been caught bang to rights. While liberals scream that Smotrich is intent upon illegal “annexation,” it’s actually the EU and the Palestinian Arabs who are stealing land to which the Arabs have no entitlement.

As the international lawyer Professor Eugene Kontorovich has observed, the Palestinian Authority and the EU are rapidly annexing areas surrounding Jewish towns in Judea and Samaria. “The proposed policies of the [prospective Benjamin Netanyahu-led] coalition in Area C are not about changing the status quo — they are the bare minimum to preserve it,” he said.

Yet none of this is news to those who have been paying attention. The NGO Regavim has been raising the alarm over this for years. It has also been warning of similar activity in the Negev, with the spread of illegal Bedouin settlement and associated lawlessness, including the systematic theft of IDF weapons and ammunition. This too is being funded and encouraged by the EU. Last February, Alan Baker, a former legal adviser to Israel’s Foreign Ministry, wrote for the Jerusalem Centre for Public Affairs that an EU directive to mobilise and activate “national and international stakeholders through ad-hoc influencing actions on land rights to challenge the Israeli planning and permit regime in Area C” was deliberately encouraging the Palestinians to defy and undermine Israel’s authority there, which runs counter to the Oslo Accords.  “The EU cannot maintain the status of ‘witness’ to the Oslo Accords while at the same time systematically undermining those Accords and encouraging the Palestinians to violate them,” Baker wrote.

The implications are astounding. The EU is in effect helping the Palestinians build a state in Judea and Samaria. It is also helping the Bedouin illegally carve up the Negev in a further dire threat to Israel’s security.  Yet few have paid this any attention. Israeli governments have ignored it because they have chosen not to open up yet another front against the western diplomatic consensus. And that consensus dismisses as a “right-wing extremist” anyone who has the audacity to suggest — entirely correctly — that the Arabs have no legal rights to any of this land.

Indeed, a principal reason Smotrich and Ben-Gvir have gained power is that so many Israelis are utterly appalled at the way successive governments — including those led by Netanyahu — have ignored this growing threat to Israel.

Now this is out in the open. The EU can no longer pretend it is merely contributing to Palestinian “civil society”. Yet even now, there is no mention of any of this by the western mainstream media. In Britain, the BBC has instead been busily fomenting yet more anti-Israel feeling by telling its audience that Netanyahu has finalised “the most extreme right-wing government in Israel’s history”.

Ignoring Violence against Israelis

There has been a lot of kerfuffle lately about "settler violence" in Judea and Samaria, focusing on recent "settler rampages" in Huwara and Burin (south of Nablus) and attacks on Palestinians harvesting their olive crop.  The UN has an entire bureaucracy (the United Nations Office for the Coordination of Humanitarian Affairs, OCHA) devoted to cataloging the "precipitous rise in settler violence." It has a "Special Rapporteur on the Situation of Human Rights in the Palestinian Territory occupied since 1967" who harps on "settler violence" non-stop, as well. The UN says that in the first ten months of 2021 (latest statistics available) there were 410 attacks by settlers against Palestinians – 302 attacks against property and 108 against individuals.

American Jewish groups have now joined the outcry against "settler violence" too, with the Anti-Defamation League, Central Conference of American Rabbis, Israel Policy Forum, National Council of Jewish Women, Rabbinical Assembly, Union for Reform Judaism, and United Synagogue of Conservative Judaism writing recently to Prime Minister Bennett and his foreign and defense ministers to condemn these attacks. The seven groups called the attacks "terrorism and political violence" committed by Jewish Israeli extremists.

As Bennett said to The Jerusalem Post last week, "In my view, this violence by Jews, which does not reflect the half million normative Israeli citizens in Judea and Samaria, is shameful, and whoever does it wants to dismantle Israeli statehood… I will not allow this to continue." Indeed, in December he convened Israeli security chiefs and ordered them to use all the tools necessary to put an end to such violence.

Foreign Minister Lapid responded this week to the Jewish organizations, also assuring them that Israel is cracking down on violence against Palestinians. At the same time, Lapid warned that "we should not allow (reports of such violence) to be abused to tarnish the entire State of Israel or to be manipulated by those who seek to delegitimize the State of Israel."

According to an important new study published this week – which unsurprisingly was ignored by the global media, by the UN, by "human rights" NGOs, and even by American Jewish organizations – over the past year there were over 4,000 rock and bomb throwing incidents in Judea and Samaria, perpetrated by Palestinian extremists and terrorists against Israeli Jews.

These attacks included over 500 Molotov cocktail attacks (firebombs), leading to the injury of more than 150 Israelis. There was a 210% rise in rock throwing incidents in 2021 over 2020, and a 156% rise in bomb throwing incidents in 2021 over 2020.

Worse still – according to the study authors, Lt. Col. (res.) Yaron Buskila and Lt. Col. (res.) Maurice Hirsch of "Habithonistim: Israel's Defense and Security Forum" – is that the Israeli prosecution and courts have done much too little to deter and punish Palestinian perpetrators of violence.

In 95% of the rock and bomb throwing cases brought before Israeli civilian and military courts in 2019-2020, the sentences handed down against perpetrators were far below the maximum sentences possible in Israeli law. Some sentences were miniscule, amounting only to days of incarceration.

Worse yet still is that not all Palestinian attackers were prosecuted. In 2020, only 21% of rock throwers (in reported and documented incidents) were indicted and prosecuted, and only 33% of bomb throwers were indicted and prosecuted.

Col. Hirsch, who was head of IDF military prosecution in Judea and Samaria until 2016, adds that Palestinian terrorists are incentivized twice over to commit acts of violence: once by weak Israeli prosecution, and once again by the Palestinian Authority's pay-for-slay program, which provides NIS 600 million a year in salaries for jailed terrorists and their families.

Col. (res.) Amir Avivi, CEO of Habithonistim, believes that the entire issue of "settler violence" has been blown out of proportion by ill-meaning NGOs and European governments, and this certainly this is true when compared to Palestinian attacks on Israelis. "Without meaning to diminish the ugliness of extremist attacks on Palestinians," he says, "300 or so attacks a year against Palestinian property and 100 attacks against individuals pales in comparison to 4,000 Palestinian rock and bomb attacks a year aimed at killing Israeli civilians!"

"And 300 attacks on property and 100 attacks against individuals committed by a few extremists at the fringes of a half-million-person strong and peaceful community of Israelis who live over the Green Line calculates to a level of violence that is lower than the level of violence (by Israelis against Israelis) that afflicts greater Tel Aviv."

Given such dangerous and escalating Palestinian violence, and given Israel's weak response to such violence, one would expect to hear (but disappointedly cannot hear) a call from American Jewish organizations for an Israeli crackdown.

In this vein, it is not late for liberal American Jewish organizations to pen another, more loving public letter to Israeli leaders. They might also want to write (and write first) to the American government, insisting that Washington use its aid levers to force an end to Palestinian attacks; so that Palestinian leaders terminate financial support for, and glorification of, terrorist attacks on Israelis.

An Ancient Village That Never Existed

A joint project of the Palestinian Authority and the European Union is taking over a strategic area in the center of Gush Etzion, creating a "historic" village out of thin air.

The Palestinian Authority, aided by the European Union, is taking control of a strategic area in the heart of the Gush Etzion bloc, between Highway 60 and Neveh Daniel. Over the past two years, the P.A. has created, out of thin air, a “historic” village – that just so happens to be located on a strategic point adjacent to the Jerusalem-Hebron highway. The name given to this new “ancient” village: Shoshkhalah.

Yishai Hemo, Judea and Samaria field coordinator for NGO Regavim, describes the methodology: “Over the course of the past two years, activists from the Arab town of Al Khader, backed by P.A. and European Union funding, occupied the ruins of two ancient shomerot  (watchman’s huts) – primitive stone structures used by passing shepherds or farmers as shelter from the elements – that dot the landscape in the Jerusalem and Sataf areas. They renovated these abandoned structures and turned them into homes – and from that point, in very short order, totally new structures have been added in the surrounding area.”

The signs posted on the refurbished buildings, proudly bearing the European Union emblem, explain that the site is an ancient village – Shoshkhalah – despite the fact that aerial photos paint a completely different picture: In the past two years, more than 15 homes have been built in this “village,” each connected to solar power infrastructure and water tanks paid for by the Europeans. Analysis of aerial photos from 1967, as well as historic maps dating back to 1880, prove that there was never any settlement of any kind at the site.

“This is another phase in the PA-European Union program to seize control over strategic  areas,” says Hemo.

“We are all too familiar with the program – from illegal construction in the Adumim Region, from land grabs and highly developed construction projects on Israel Defense Forces training grounds in the Hebron Hills and Gush Etzion, and from the extensive agricultural work that the P.A. is carrying out as a means of securing ownership rights to tens of thousands of dunams that have been illegally seized for Roots Project activity.

“The ‘ancient village’ of Shoshkhalah is just one more example of the fact that there is no such thing as a vacuum. When the State of Israel fails to regulate and register land in Judea and Samaria, the PA takes advantage of the opportunity to seize this land and annex it, de facto, to its jurisdiction.”

The Arab takeover of Israel Defense Forces’ training grounds in the southern Hebron Hills continues: The British government and the European Union are paving an illegal road through the very same training ground that was the subject of Regavim’s recent Supreme Court petition.

In recent weeks, illegal roadworks have been conducted in the heart of an IDF training area. The road is scheduled for completion in mid-February of this year, only weeks from today, and the signs along the route of this illegal roadway leave no room for doubt: “This project is funded by the U.K. through the European Union and the Municipal Development and Lending Fund.”

The illegal construction on IDF Training Ground 917 covers thousands of dunams; it includes hundreds of residential structures, schools, clinics and mosques. Illegal infrastructure corridors for access roads, internal roads, power lines, etc.—covering dozens of kilometers more—is funded by a combination of foreign bodies, among them the European Union, the United Arab Emirates and Abu Dhabi.

he bottom line: A new Arab city is being built in a strategically critical area, creating a swath of territory under Arab control stretching from the Arad Valley to the Hebron Hills and eastern Gush Etzion.

In the 1980s, a handful of Bedouin families lived in tents and temporary structures on the grounds of the training zone. Although it had no legal authority to do so, the Civil Administration set aside a number of “non-enforcement zones,” where they allowed these squatters to build without the construction permits, planning approval or zoning codes required by law. This past November, 

Regavim submitted maps of the area to the Supreme Court, proving that over the past several years more than 500 illegal structures were built outside of the non-enforcement zones—specifically, in the areas that connect these zones..

In a case of give-them-a-finger-and-they’ll-take-the-entire-hand, the illegal construction in recent years has focused on connecting the clusters that the Civil Administration previously decided to “overlook.” The new U.K.-E.U.. roadworks connect a number of these clusters.

In the recent Supreme Court hearing, the government’s lawyer admitted that the “arrangement” that had authorized illegal construction “reflects an historic reality, but does not reflect the current policy of the government regarding illegal construction.” The government’s representative stated that the State of Israel intends to implement planning and regulation of the illegal construction in this area, and is currently carrying out routine law-enforcement procedures there “as per established priorities.”

Regavim expressed sharp criticism of the Civil Administration.

“Apparently, statements made in court are one thing, and action in the field is another,” says Yishai Hemo, Regavim’s Field Coordinator for Judea and Samaria. “The British and the European Union are conducting illegal activities on IDF training grounds, and aren’t the least bit shy about taking full ‘credit’ for it. Apparently, they don’t believe that the Civil Administration will enforce the law at all. We call upon the Foreign Ministry to respond forcefully to this violation of Israeli law and sovereignty, and demand that the Defense Ministry stop the illegal roadwork and protect the IDF’s training zones.”

Gaza “March of Return” – The Complete Picture

§  The avowed tactical objectives of the Gaza “March of Return” on March 30, 2018, are opposition to the policies of the U.S. administration and the “deal of the century,” the U.S. initiative to resolve the Israeli-Palestinian conflict.

§  The march’s emphasis has been placed on media exposure and influencing world public opinion.

All of the Palestinian organizations are planning to turn Land Day on March 30, 2018, into a show of strength that will express the Palestinian demand for the realization of their “right of return.” The practical implication of the return is the removal of the Jewish population of the State of Israel from their homes in order to absorb millions of Palestinians defined as “refugees from 1948” and their generations of descendants.

The “March of Return” is planned as just the first stage in a series of “return” protest activities that will take place over the next few months, including demonstrations and attempts to break the naval embargo on the Gaza Strip. These activities will reach their peak in the middle of May 2018 (Nakba Day) and will also continue in June (al-Quds day).

Besides Gaza, Judea and Samaria, Jerusalem, and at the sites of protest activities in the Israeli-Arab sector, tensions are also expected to flare up along the borders with Lebanon and Jordan. The “return” protest may cause shockwaves throughout the Hashemite Kingdom of Jordan, where most of its residents are Palestinian.

Turkish Involvement?

The main dangers are terror attacks and public disturbances under the umbrella of the “march of return,” which will lead to a deterioration in the security situation and the risk of a military flare-up. Turkey is leading a hostile stance against Israel. Its aggressive regional policy with Israel may create an intentional crisis with Israel in the area of the Temple Mount, fomented by Turkish “tourists” recently sent to the al-Aqsa mosque.

Below are the main features of the general picture of the situation at this stage:

§  The national committee for the march of return is led by Khaled al-Batsh, one of the leaders of Islamic Jihad in the Gaza Strip.

§  The committee includes various nationalist and Islamic organizations (including political movements such as Fatah, Hamas, and Islamic Jihad), social groups, and others.

§  The committee runs 13 sub-committees, including a legal committee, a committee for creating international contacts, and a security committee.

§  The committee coordinates its activities with Palestinian organizations in Judea and Samaria that are planning to organize similar marches of return.

§  The avowed strategic objective of the march of return is the realization of the right of return of Palestinian refugees from 1948 and their descendants, regardless of generation.

The declared tactical objective of the march of return is opposition to the “deal of the century,” the U.S. initiative to resolve the Middle East conflict, and the U.S. administration’s policies of recognizing Jerusalem as Israel’s capital and limiting aid to UNRWA. The main emphasis of these activities is on media exposure and influencing worldwide public opinion.

A “Peaceful” March Won’t Happen

Features of the planned activities include a mass Palestinian presence along the border between the Gaza Strip and Israel, erecting tents along the border, and “peaceful” marches of return.  The expression “peaceful” is a euphemism for violent disturbances of public order, including attempts to kill Israelis.

The leaders of the committee are authorized to decide for the mob to break through the border fence between Gaza and Israel, and they have hinted at their intention to issue such an order.

At the same time, and in conjunction with the activities connected to the march of return, Palestinian and pro-Palestinian organizations in Europe are arranging protest activities for the realization of the right to return and a flotilla for breaking the embargo on the Gaza Strip.
